HMRC unveils streamlined online payment system for alcohol duty

In a significant move to modernise the alcohol industry, HM Revenue and Customs (HMRC) has launched a new digital service designed to simplify the process of managing alcohol duty obligations for UK producers. Starting from 1 March 2025, approximately 5,000 alcohol suppliers will have access to the system, which promises to streamline the administration of returns and payments.

A unified platform for alcohol producers

The newly introduced online service allows alcohol producers to manage their duty obligations through a single monthly return and payment system. The platform covers all types of alcoholic products, including beer, cider, wine, other fermented products, and spirits, across all production premises. By consolidating these processes into one platform, HMRC aims to reduce the administrative burden on producers and enhance efficiency.

Key features

  • Monthly returns and payments. Producers are required to complete their returns by the 15th day of the month for the previous month’s production activity. Payments must be cleared and received by the 25th day of the month. This structured timeline helps ensure timely compliance and reduces the risk of late payments.
  • Duty rate application: Before submitting a return, businesses must apply the correct duty rates. The gov.uk website provides resources to help producers calculate the amount of duty they are required to pay, ensuring accuracy and transparency in the process.
  • Enrolment process: To access the new system, businesses must first enrol using their Alcoholic Products Producer Approval (APPA) ID. Existing alcohol producers should have received their APPA ID, while new producers can apply online for registration. Upon approval, they will receive an APPA ID and enrolment letter from HMRC.

Benefits of the digital transition

The transition to an online system is part of a broader initiative to modernise the alcohol duty framework, which included new duty rates and reliefs introduced in August 2023. By adopting a strength-based approach to alcohol duty, where higher alcohol content products face higher tax rates, Government aims to create a fairer and more transparent system.

The digital platform not only simplifies compliance for producers but also aligns with Government’s efforts to embrace digital solutions across various sectors. By reducing paperwork and streamlining processes, the system is expected to improve accuracy and reduce errors in duty submissions.
